Empowering fishermen in Odisha

Bhubaneswar, January, 2nd 2014: OBB: Empowering fishermen in Odisha.For providing quick and timely access to communication on weather, potential fishing zones (PFZ) fish conservation and cultivation etc. Government of Odisha, Fisheries & Animal Resource Development Department has signed an agreement today with IFFCO Kissan Sanchar Limited (IKSL) for implementation of the new scheme “Empowering Fishermen through Mobile Advisory Services and Establishment of Toll Free Call Centre for Fisheries Extension Service”. Director Fisheries, Sri P. Krishna Mohan signed with Sri S. Srinivasan CEO IFFCO Kishan Sanchar Limited (IKSL) in the presence of Minister, Agriculture & F&ARD and H&UD Department Sri Devi Prasad Mishra & Secretary F & ARD Sri Bishnupad Sethi at and Floor Conference hall, Secretariat, Bhubaneswar. Out of 12 lakhs fishermen in both costal and interior areas 1 lakh fishermen will be provided in phased manner SIM Card to receive 4-5 free voice messages in Odia daily.
The total cost of the scheme including implementation charges has been finalized at Rs. 3,48,74,184/- (Rupees three crore forty eight lakhs seventy four thousand one hundred eighty four only) for the 1st year i.e. 2013-14. The Partnering agency shall recharge the SIM regularly as per approved EoI. The fishermen are not required to pay any additional cost towards services offered by the Partnering Agency but the fishermen need to pay for their normal communication needs exceeding the proposed amount of talk time for their personal use as per prevailing tariffs of service provider.Illiterate / semi-literate fishermen can benefit from advisories from experts in the form of voice messages. They get an automated mobile telephone call which they can ‘hear’. This is a convenient means of hearing as against having to ‘read’ as SMS with the help of others. Information and advisories would be provided to fishermen in the form of brief one minute capsules which are focused on an area of local and contextual importance which is easy to remember. Weather alerts, Tsunami Alerts and Cyclone Alerts will help the fishermen by saving life costs.
Each voice message is a capsule of one minute duration, which will be constituted from the following key categories.
1. Potential fishing Zone (PFZ)
2. Weather Alerts and Warning for Fishermen.
3. Ocean State Forecast (Wave height and direction)
4. Fish Market Price
5. Fish Conservation.
6. Government Regulatory.
7. Government Schemes.
8. KCC and Financial Literacy.
9. Eco tourism

2. Fish feed
3. Seasonal Diseases and control
4. Pond preparation
5. Care and management
6. Market Price
7. Government Schemes
8. KCC and Financial Literacy

Access to Helpline
All the fishermen enrolled will have access to a Helpline, The Helpline would provide a facility to clarify on the voice messages and get Expert help. If necessary, the Helpline Experts may connect to Specialists on a conference is required. Normal local tariffs may apply for calling the helpline.
The fishermen are not required to pay any additional cost towards services offered as part of the project like voice messages. Fishermen have no obligation of any sort. However, fishermen need to pay for their normal communication needs exceeding the proposed amount of talk time for their personal use as per the prevailing local tariffs. Similarly, when they call Helpline normal local tariffs may apply.
